There are Two ways to add meta tags in your blog
1.By customizing Setting of Blog
Go to Blogger Dashboard
Now search for Setting and then go to Search preference.
You will see Your Description is Initially Disabled.
Now, what you simply have to do is Enable your Description and Write your sites description in 150.While Writing the Description think like a user and do not add extra things that are not a part of your site.
2.By HTML Meta Codes
Go to your blogger dashboard and then search for template and then go for Edit HTML .
Now Search For this Codes by Pressing Ctrl+F and typing then Code in search box.

Another Way to add the Meta Tags by HTML Codes is that you have to go to Blogger Dashboard and search for Template and go for Edit HTML.

and paste the following code jut after it.
